THE RANDOLPH SOCIAL WELFARE CENTRE (CHARITY NO. 520785)
The Randolph Social Welfare Centre is a separate charity responsible for the Welfare Recreation Ground. The Parish Council is itself the sole trustee of the charity. The Trustee Board consists of all 15 members of the council. The Clerk to the Trustees is the 'proper officer' whose functions include receiving or giving notices, and certifying, authenticating, and signing official documents.

Charitable objects: The provision of a recreation ground, playing fields, pavilion, and children's playground for the benefit of the inhabitants of the Parish of Evenwood and Barony and the neighbourhood thereof without distinction of gender, race, or of political, religious or other opinions, and in particular for use for the purposes of physical exercise and training, meetings, lectures, classes and other forms of recreation and leisure-time occupation having the object of improving the conditions of life for the said inhabitants as the council shall think fit.
NOTICE OF TRUSTEE BOARD MEETING
The next trustee board meeting will be held in the Cornerstone Christian Centre, Swan Street, Evenwood, Bishop Auckland, DL14 9RN, commencing at 7:00 p.m. on Tuesday 20th January 2026. Charity trustee board meetings are NOT open to the public and are held in private (unlike parish council meetings), but representatives of user groups may be invited to attend to report on activities.

On 2nd July 2024, the Trustee Board resolved (agreed) to appoint four members to a Welfare Ground Working Group and to approve the terms of reference with no delegated authority, outcomes recorded as ‘RECOMMENDED’ and brought to the whole trustee board for resolution.
Terms of Reference for the Randolph Social Welfare Centre Charity’s Working Group
Duties of the Chair:
- To organise and manage the business of meetings held by the Working Group.
- To submit a report of the outcomes from the meetings [of the working group] to a subsequent meeting of the charity’s trustee board, either verbally or in writing.
- The Chair does not have the authority to agree any spending on behalf of the Randolph Social Welfare Centre Charity, without first clearing the same at a full meeting of the Randolph Social Welfare Centre Charity.
- Where emergency action is required, between Randolph Social Welfare Centre Charity meetings, the Working Group Chair will liaise with the Randolph Social Welfare Centre Charity Chair [the Chair of the Parish Council].
Membership of Working Group:
- The Working Group will consist of between 4 and 6 Evenwood Randolph Social Welfare Centre Charity members.
- The Working Group will meet at least four times per year.
- The Working Group will liaise with all user groups and other legitimate groups to ensure the smooth running of the Welfare Ground.
- The Working Group will manage complaints raised by the user groups and report them to the Randolph Social Welfare Centre Charity.
- The Working Group will carry out regular inspections of the Welfare Ground to ensure its proper use by the user groups.
- The children’s play area is included in the remit of the Working Group.
- The Working Group will report all findings of their inspections to the Randolph Social Welfare Centre Charity at a subsequent meeting of the Randolph Social Welfare Centre Charity.
- The Working Group will compile a waiting list of user groups who wish to use the Welfare Ground.
- The Working Group does not have access to the services of the Parish Clerk / Responsible Finance Officer. All clerical support must be undertaken by a nominated member of the Working Group (this will usually be the Chair of the Working Group).
Objectives of the Working Group:
- To ensure play area is properly maintained in safe a working order.
- To ensure that all user groups are fully compliant with the terms of the ‘User Group Agreements.
- To improve communication between the Randolph Social Welfare Centre Charity and the user groups.
